The Wheel served to remind people, particularly nobles who were seen as being the most susceptible to the sin of ambition and the wiles of Fortune, of the temporality of earthly things. Far better for one to aspire to higher things--God and his divinely-inspired philosophy, as Boethius eventually concludes in the Consolation; for these things are untouched by Fortune's waxing and waning.
The Lucerne Scrolls were added to Rise of Kingdoms in a patch update during October 2019. Basically it is a set of challenges that you try to complete over the course of a season (about 60 days) in order to unlock better and better prizes. It looks similar to battle passes in other mobile games. There are two tier levels to the prizes.
Basically, every time you log into the game, remember to check your blacksmith and make sure is queue is full and producing items. Even if you don't know what you want to eventually make at the Blacksmith, just make sure you are producing something as the best items will require tons of materials.
The Wheel of Fortune card is a sign of lasting good fortune whenever it appears with the Magician, the High Priestess, the Hermit or the World card. When the Wheel of Fortune appears in a Tarot reading before the reversed Judgement (rx) card, timing will be impossible to gauge, unless one or both cards happen to be birth cards.

Belisarius is possibly the best pure cavalry hero commander in Rise of Kingdoms. He has the same talent tree as Cao Cao so that he can be considered as a free Cao Cao version. Unlike the other cavalry commanders, who are nuker, Belisarius can be counted as a pure cavalry commander because the skill and talent only attend to increase the cavalry’s index.
Question about Wheel of Fortune.. So in order combat 5% of the accounts (that's a generous number by the way) Lilith is essentially hurting the ENTIRE player base when it comes to being able to sustain a war. I think I know the true motive behind this update, but I'll hold my tongue.
Like most legendary commanders, Frederick I is a bit difficult to summon. You’ll need to obtain 10 of his sculptures in order to unlock this commander. You may be able to get his sculptures from golden chests, wheel of fortune and events. Once you obtain Frederick I, it’ll be much easier to max his skills out as compared to summoning him.
